This reciprocal linking strategy will improve your linking campaign massively.
Here's the problem. Search engines are giving increased page rankings (PR) to sites with many, high quality incoming links. If your site has a low page rank, web masters need a lot of persuading to put links back to your site.
You would be surprised. There are many folks around who won't link to any site with a google PR less than 5. Or who won't link to you if you haven't got your name, address and inside-leg-measurement on your contact page, but just shrug and move on, in this direction.
So you know you need quality inbound links - lots of them, but how do you persuade people to link to your site?
Actually, it's a lot easier than you may think.
Reciprocal Linking Strategy Basics
Here's how '4 Small Businesses' did it. I will show you a quick way later, but first let me explain a few things.
Take a rest from building up the content pages on your site for a short while, and set up a 'links or resources' section on your web site.
Forget links IN for now, just find really good sites which you would be pleased to recommend to your visitors. Link OUT to them, then find some more.
All you need is an 'index page' with all the categories relevant to your site. Then set up all of the sub-categories and fill them with links. If you find it difficult to dream up relevant categories then find someone else's directory in a similar theme to yours to get ideas.
To find good quality sites simply type the sub-category name into your favorite search engine. I prefer Google, then check out the site, and if it is the sort of quality site you would like to send your visitors to, link out to it.
Fill 10+ pages, with 5+ links out on each, and very soon your site will look as though it's been around for ages with links pages which people (like me) would be glad to have their links alongside.
You will be amazed at how many more people will email you asking if you mind linking back to them in exchange for their link to you, when you have pages worth linking to.

- On the web, as in life, you get back what you give out.
- Other sites linking-software will then find your themed links pages, will link to you and then request you to link back.
- Feng Shui. If you want something, then you have to make room for it. Eg. If you want someone to share your nights - sell the single-bed and buy a double-bed.
- Logic. If you don't have a links page - how can people see where their link is going to be?
Who To Link To With This Linking Campaign?
First ask yourself this - Would your visitor thank you for showing her this site? If she would - then link to it.
This will automatically eliminate all the free-for-alls and low-grade sites which are likely to harm - not help you.

Note that it's the PR of the actual page your link is on that matters, NOT the PR of the reciprocal linking partners home page.
It also makes good sense to link to sites with lots of traffic since hopefully they will later be sending visitors to you.

If you don't have access to these two free tools, then you only have your opinion of how good a site is. Since it is ultimately the opinion of the search engines which counts, you really need to know exactly what they think as well, to help you decide whether to exchange links or not.
Many super-high quality sites I never would ask for a link back from, like the government sites and top banks etc. but that's ok, I am providing a service to the visitor first, and increasing my PR second.
Then get a mix of sites on your links pages which also includes sites which are most likely to want to link back to you. Use high quality link-matching companies like

When To Ask For Reciprocal Links Back?
Only when you have a links section which you are proud to be displaying, ask for some links back. This is so important, I will say it again.
Don't apply to web masters for link exchanges until you have a site worth linking to, with proper link pages. If you are not impressed by your link pages, they won't be.
This is because other web masters will visit your site, find no-where appropriate for their link and leave, never to return.
I have also found that it really boosts the reciprocal link acceptance rate massively if you LINK TO THEM FIRST.
Excuse the shouting, but I still waste hours emailing people who say 'would I like to exchange links with them?' only to see them evaporate shortly after I have spent time checking them out and linking to them.
Show them you are serious.
Show them you are not just 'blowing smoke'.
Show them exactly where they can see their link on your site.
Many webmasters will be sufficiently flattered to see their name 'up in lights' on a good looking site, alongside other top sites, that this alone will persuade them to link to you.
